THE PLT RPTD THAT BOTH ENGINES BEGAN TO SURGE SHORTLY AFTER T/O DURING CLIMB. THE ENGINES SUBSEQUENTLY LOST PWR COMPLETELY, AND THE PLT MADE A FORCED LDG IN TREES.
