THE PLT REPORTED THAT WHILE HE WAS MAKING A WATER LANDING, EVERYTHING WAS NORMAL UNTIL AFTER TOUCHDOWN. AS THE ACFT DECELERATED "OFF THE STEP," THE RIGHT FLOAT ROSE OFF THE WATER AS IF IT ROAD OVER A SWELL OR ENCOUNTERED AN OBJECT.
