THE BALLOON WAS 10TH TO TAKEOFF IN A HOUND-&-HARE COMPETITION. DRG FLT, THE PLT NOTICED THE WIND HAD PICKED UP & THAT THE BALLOON WAS DRIFTING TOWARDS RICHMOND.
